TO:                  SkillsUSA New York
FROM:            M. Kathie Collins
RE:                   SkillsUSA Update Memo #6 2009-10
DATE:             March 3, 2010

State President Brian Garcia is featured in this issue of Champions Magazine. Please look this article over.  Brian has an amazing story.

The state officers will be presenting the proposed changes to the New York State SkillsUSA Constitution and By-laws at the April 15, 2010 House of Delegates meeting. Please review these proposed changes with your delegates (they are on our NYS website.)  All changes to the Constitution and By-Laws that pass the House of Delegates will take place immediately.

New York hosted a wonderful CMI Training in Albany, New York. Over 45 advisors were trained by Nicki Clausen of the National SkillsUSA Staff.  This was made possible through a grant from State Farm Insurance.

March 2, 2010 student officers (Brain Garcia, Donnie Long and Maisie Sutton), officer advisors (Tara Pawlowski, Jeff Plummer, Fred Castro, George Kramer); Skills Staff (Ellen Coughlin, John Fernandez, Kathie Collins) and Board Members (Barb Goodspeed, Dave Terry, Scott Brauer, Cheryl Winstel) participated in the CTSO Legislative Day in Albany.  Calls were made to State Senators, Assembly Members and the State Education Department advocating Perkins Fund use for CTSOs in the State Plan.

Important Reminder
To be eligible for contest placement, all dues must be entered on-line (YOU MUST HAVE HIT THE SUBMIT BUTTON) and payment received by March 8, 2010.  This year, both the National and NY dates were extended due to the violent snow storms repeatedly hitting our state.  Last year many schools who did not meet the deadline attended the state conference and had students participate in contests.  When the verification of state winners are done, all students who were not paid members as of the deadline date are disqualified.

It is New York State Board Policy that all participants at regional competitions are registered and paid SkillsUSA members.  For some, this means a deadline earlier than March 1st.

OFFICER SCREENING

Officer Screening was held February 5, 2010. We interviewed several outstanding candidates and will look forward to the election results in April.  This year the National SkillsUSA model of electing to the officer team will be followed at the request of the Officer Management Team. Upon completion of the officer training in August, the President, Secretary, Treasurer, Reporter, and Parliamentarian will be determined.  Area Vice Presidents will be introduced as elected at the State Conference.

All Area Vice Presidents must submit signed officer application forms and two years of high school transcripts and attendance records to me by April 1, 2010  Students cannot serve on the officer team unless all grades are passing and they demonstrate excellent attendance. Area I and II screen their officer candidates as part of the state officer screening.

WINTER STATE DIRECTORS’ MEETING
I attended the Winter State Directors’ Meeting in Fort Lauderdale, January 26-29, 2010.  Key items to be shared with state associations:

  • Encouragement for every state association to have a CURRENT five year strategic plan focusing on SWOT (Strengths-internal; weaknesses-internal; opportunities-external; threats-external)
  • Audit report shows that SkillsUSA is still in a strong financial position.
  • Comparative membership numbers down slightly on a national level. New York numbers are down for the fourth straight year. Many chapters are only registering contestants and not other students who are participating in SkillsUSA activities at the chapter level.
  • There will be a national effort to promote and improve training on Culture Diversity and Sensitivity Training.
  • In keeping with Green initiatives, the Skills Championship standards will only be available to chapters electronically.  These standards will be revised on an annual basis and new additions will need to be ordered annually.
  • The updated National Courtesy Corps is encouraging participants from every state.  Registration, rooms and food are funded.  Each state must have an advisor staying with the student participant.  All Courtesy Corps members MUST stay at Park University with the Courtesy Corps. I would encourage chapters to look at the National Courtesy Corps as an excellent opportunity for outstanding students/advisors (must not be graduating seniors) to participate in the National Conference.

NEW YORK STATE CONFERENCE NEWS

Hotel prices have sky rocketed this past year.  Breakfast is not being served Friday morning, so chapters can get a breakfast more economically on the way home. Next year we will be returning to the Friday morning awards ceremony, so breakfasts will be included in the package price (EXPECT significant rate increases.)

February 27, 2010 was the dead line for all rooming to be submitted to the Syracuse Housing Bureau.  Due to the massive snow storm, additions will be accepted until March 5, 2010 at 3 pm. At that point all the rooms not spoken for are released back to the hotles..

The State Conference is fast approaching.  Now is the time to review the contest standards with contestants.  Make sure that you are following the 20010 Technical Standards (ALL NEW).  The Skill Coordinator posts updates to the contests regularly and many times students are not aware of the changes until they attend the contest orientation meeting during the State Conference.  A student that is well prepared to compete always has a better experience.

All questions regarding the State Competitions are to be directed to Skills Coordinator, Ellen Coughlin (donelfarms@frontiernet.net). Neither Midge or I have access to the information on contests that you request.

RE:                  SkillsUSA –VICA Update Memo #5, 2009-2010
DATE:             January 6, 2010

Best wishes to all New York State SkillsUSA members and supporters for a successful and prosperous New Year.

LOWE’S Grant
I am pleased to announce that New York State has been awarded a Lowe’s Teamworks Grant, through the Lowe’s Foundation.  Skills Coordinator, Ellen Coughlin, Construction Cluster Chairman, Vern Perry and I worked on writing the Lowe’s Grant in November.  The grant will partially support this important but very costly contest for 2010.  NYS will be able to accept up to 12 teams.  We hope you are considering this contest for students in your construction trades.  The state winners will receive additional sponsorship for Lowe’s to attend the national conference.

CMI GRANT
National SkillsUSA has provided a State Farm Grant for a CMI Seminar scheduled for March 1, 2010 in Albany, NY.  The fee for this seminar is $30.  Each area will have 4 seminar scholarships to distribute.  Please contact your area trustees for information on obtaining a scholarship. In addition, all advisors can participate by paying the $30 fee.  See www.nysskillsusa.org for details and deadlines. Deadline for application is Feb 1, 2010 for area support, February 12, 2010 for self pay.

MEMBERSHIP INFORMATION
The following Board Policies were adopted to encourage membership growth within areas and to make sure that area chapters are supported.

Board Policies adopted December 10, 2007

  • Membership Development Incentive of $ 1000 towards area advisor training (i.e. meals, materials, meeting room rental) beginning in the 2008-9 school year for area with greatest percentage of growth in the previous year.  To receive this $1000 incentive award over 5% membership growth would be needed to qualify. All areas with a growth of greater than 5% will receive $500 towards area advisor training.
  • Each area must have a minimum of three (3) advisor meetings/advisor training sessions a school year (one prior to Fall Conference, one prior to the regional conference, one before the end of the school year.)
  • Each area must host a Regional Skills and Leadership Conference and House of Delegates to elect the regional Vice President.

NATIONAL NEWS
The New York State Delegation will once again be housed at the Hilton Gardens Inn, Independence (for 2010 and 2011).  The Hilton Gardens will be undergoing extensive renovations and New York will be VERY LIMITED in the number of single rooms (21.) Schools will need to make arrangements for both advisors and students to share rooms. Only advisors and students can be housed at the Hilton Gardens.  Only paid SkillsUSA members will be accommodated at the hotel through the New York block.

PIN DESIGN CONTEST ANNOUNCEMENT
Mrs. Hurd and her selection committee for the New York Pin Design wish to thank the over 135 entries to this year’s PIN CONTEST.  Again this year, over 50% of the designs broke at least one of the rules.

The four most common rules that were not followed were:

  • Must be a paid/registered member of SkillsUSA at the time of submissions.
  • Must be Original Art work
  • Must have the design reduced to a 1” sample
  • Must have the name of the artist on the reverse side of the artwork.

Mrs. Hurd wants all participants, their instructors and their chapter advisors to understand the selection process. In the initial selection process, only Original Art work was considered, then any designs that were not reduced to 1” were eliminated and finally the entry had to have the artists name on the back of the design.  The remaining designs and their paragraphs were then evaluated and the top five designs chosen,. The top five selections were then submitted to Midge McCloskey for verification of NYS SkillsUSA membership.

You can refer to rules as posted in Coordinator’s memo #2:

  STATE OFFICER CANDIDATE INFORMATION

New York State Secondary SkillsUSA will support the advisor of the State President, Secretary, Treasurer, Reporter and Parliamentarian up to $ 1,500.  This will reimburse schools for registration, travel, rooms, food, substitutes, and stipends.  Receipts for all expenses must be turned into the Financial Officer for reimbursement.  If you will be using part of the support for conference registration, rooms, you will need to let the Financial Officer know, so that those fees can be subtracted from the maximum amount.

State Officer Screening

The New York State Officer Screening will take place at 7 – 10 pm, Friday, February 5, 2010 at the Embassy Suites Hotel, 6646 Old Collamer Road, East Syracuse, NY 13057 (off Carrier Circle).  Room rates, including breakfast are $110.00 per night (single) or $120 (double). Reservations can be made by calling (315) 446-3200 and mentioning SkillsUSA. Reservations must be made by January 5, 2010 to obtain SkillsUSA rates. You will need to provide your school’s tax exempt form.  (note: You may not use a personal credit card and be extended tax exempt status.)

State Officer Candidate Applications

Areas should consider using the officer screening process for screening area vice president candidates.  The state orientation allows students and advisors understand the obligation of both the student and the advisor to the state team.  Our Team Management has found that it is important for all considering running for state office to fully understand the obligations before declaring candidacy.

If the candidate is a member of a school sports team, the candidate will need a letter from their coach, on school letterhead, stating that they will be allowed to participate in Summer Training, Fall Conference, State Legislative Day and Spring Conference.

Please note that the officer screening has been changed to Friday evening.

Forms must be received by me no later than December 31st.

    FROM:            M. Kathie Collins
    RE:                   SkillsUSA –VICA Update Memo #2 – 2009 – 10
    DATE:             October 1, 2009

    Included:

    • New York State Pin Design Contest Rules

    Attached Forms:

    • Lead Advisor Form (past due)
    • Statesman Award Form
    • Longevity Advisor Award
    • Longevity Skills Committee Award

Ellen Coughlin and I attended the National Directors’ Meeting, August 11 -16, 2009 in Charleston, S.C.  The following are highlights of that meeting:

    • November 15, 2009 is the deadline date for Full Service.  Twenty members and an advisor must be registered/paid by that date to receive a podium sign and poster.
    • Skills Standards are available in CD Format only.  These will change EVERY year.  When you purchase the CD you will also receive the Contest Projects along with display posters. You will need to update these contest standards YEARLY.
    • No conference participation is to take place without paid membership.  This includes Fall Conferences and National Conferences.  This is an Insurance/Liability issue.  Teachers that accompany students to Nationals are considered by National SkillsUSA as advisors and therefore must be paid professional members.
    • As of September 1, 2009 E-Group will be the official supplier of SkillsUSA.  Steve Koerker is the SkillsUSA Rep for E-group.  There will be an online store with items changed monthly.  All SkillsUSA clothing and materials can be found at the store (SkillsUSAstore.com).  At the end of September a one year catalog will be mailed to all chapters.  Custom orders will be available to chapters at a small set-up charge.  School orders must meet the brand standards.  Their designs will be submitted by E-group to National SkillsUSA for approval before E-Group will process orders.
    • National Branding is a continuing effort.  States are asked to go to medallions only at the State Conference.  E –group has developed a national style medallion with the state name dye cast and enameled.  By the end of 2010, regional/district/area medallions will also be available.  A school/advisor miniature pin is available for display/award and can be ordered for each contest.  Box medallions are only available at the national level. A display medallion set has been ordered for display at the NYS Fall Conference.
    • I bid for and received a State Farm Grant for CMI Training for Region 1 on March 1, 2010 in Albany, NY.  This training usually costs $ 145 per participant but will cost $30 under this grant. A minimum of 20 participants will be necessary. The grant has been confirmed and the training will take place at the Capital Region BOCES – Albany.  More information on this training will be coming from National SkillsUSA shortly.

The New York State Board of Trustees has granted 20 full training grants.  Contact your area Advisor Trustee if you are interested in this $30 training grant.  All advisors are welcome to register at the $30 training fee.

    • Lowes will once again be doing Community Service Grants.  Have your advisors go to the National web site and the community service pull down for information on how to apply for these grants.
    • There is a national emphasis on alumni.  By 2020 the National goal is to have 1,000,000 alumni members.
    • Chapter Design Studio is available for sale at the SkillsUSA store for $9.95. This product allows the creation of SkillsUSA Standard business cards for students and advisors and SkillsUSA Standard letterhead that adheres to the branding standard.

    STAFF MEETING

On August 20, 2009 a staff meeting (Marilee Collins, Midge McCloskey, Clare Ciliano, Katrina Fiorenza, Ellen Coughlin, Bruce Gettel, Dave Terry, Kathie Collins) took place to plan for the 2009 -10 school year.  The staff transitions have gone smoothly and advisor/chapter support will continue with the same exceptional service.

    Fall Conference News

All advisors/administrators are asked to bring a Wi-Fi ready Laptop for the Work Force Ready Presentation of Bruce Potter, National SkillsUSA Staff.

Reminder: If you cancel a room, you will need a copy of the fax/e-mail that you sent to the Holiday Inn.  This must be machine dated as of October 15, 2009 or before.  No room credits will be given without this documentation.  Any rooms canceled after the cancellation date, must be paid for in full.

The Fall Leadership Conference is a “Professional Conference” for student and professional members.  Students selected should be able to independently participate in and contribute to team activities.  All participants should be prepared to do oral presentations and be trained in and use Total Quality Management (TQM) techniques.  This conference is designed for students having a minimum of a full year remaining in SkillsUSA (junior, sophomore.)

Every chapter is requested to have at least one advisor present.  All professional members (advisors, board members, and staff) will participate in the professional member track (with the exception of officer team advisors and skills committee members.)

If you are a 100% chapter, check the appropriate box.  This means that 100% of the students in the classroom are members.  List sections separately, NOT as “multi-occupational”.  Strive for 100% in your school. Remember the roster must be sent electronically and enrollment and payment must be received before March 1, 2010.

NYS Board Policy states that to participate in Regional Contests students must be registered and paid members.

Student dues $ 8 National plus $5 State =$ 13 plus area or local dues.  Professional dues $14 National plus $5 State = $19 plus area or local dues.  All SkillsUSA New York staff, advisors, board of trustees, education team, skills team, must be paid Professional members (2001/2 Board action).

To assist professional members and non-school personnel who do not have the availability of a SkillsUSA chapter to submit dues to,  Midge McCloskey will be accepting Professional dues at the Fall Leadership Conference.
